The Carmel Police Department seeking an experienced criminal investigations professional to join our investigations division as a criminal intelligence analyst.

Essential Job Functions

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Researches, analyzes, evaluates and correlates criminal intelligence information in order to determine source reliability, content validity and potential truthfulness; to develop investigative leads and links; and to distinguish patterns and trends.
  • Locates addresses, phone numbers and maps for investigators.
  • Assists in gathering documents and compiling information for investigations.
  • Enters field contact reports, intelligence data received, open source information and case information into the Intelligence database.
  • Ensures compliance with Federal and State guidelines governing the acquisition, storage and dissemination of intelligence information.
  • Reviews criminal reports to identify crime patterns to assist with resource allocation, including tactical and strategic planning.
  • Monitors all available media sources, intelligence sources and law enforcement bulletins to timely identify incidents, suspects, patterns and generate reports reflecting findings.
  • Collects and compiles criminal intelligence information and statistics to generate intelligence data for support in investigations.
  • Generates reports, charts, spreadsheets and other documents containing data and crime analysis for the department.
  • Participates in the development of unit goals, objectives and performance measures to improve operations and effectiveness.
  • Reviews various intelligence documents to disseminate information.
  • Remains current on job specific procedures through various written sources, training courses and organizational meetings to keep abreast of current changes and events relating to law enforcement and criminal intelligence analysis.
  • Attends annual training courses required for Criminal Intelligence.
  • Performs other related duties as required.

  • Advanced knowledge of law enforcement information systems and databases at local, state and federal levels.
  • Ability to collect, record, correlate and analyze complex data, and to use data to make sound operational decisions.
  • Ability to use and understand methods and techniques used in researching, compiling, sorting, evaluating and analyzing statistical, theoretical and factual criminal and offender information.
  • Ability to focus on detail and maintain strict standards of accuracy.
  • Ability to exercise sound judgment in safeguarding/disseminating confidential or sensitive information.
  • Ability to perform detailed work with a high degree of accuracy.
  • Ability to comprehend and follow complex written or oral directions/instructions.
  • Ability to set short-term and long-term goals, and to maintain flexibility and re-alter priorities in response to changing circumstances.
  • Ability to organize, coordinate and prioritize multiple tasks and projects, work independently and meet deadlines
  • Ability to exercise discretion in identifying and selecting from alternative courses of action.
  • Ability to provide guidance, assistance and interpretation regarding the application of procedures and standards to specific situations.
  • Ability to communicate effectively; includes ability to speak and write clearly.
  • Ability to establish and maintain effective working relationships within the department and across agencies.
  • Ability to operate a personal computer utilizing word processing, spreadsheet, law enforcement database, internet and other software applications as may be necessary to perform essential job functions.
  • Ability to perform addition, subtraction, multiplication and division, and to calculate decimals and percentages; ability to utilize basic statistical principles.
  • Ability to work extended periods of time at a keyboard or workstation.
  • Ability to exert light physical effort, which may involve some lifting, carrying, pushing and/or pulling of objects and materials weighing 5-10 pounds.
  • Ability to adjust work hours beyond normally scheduled hours.
  • Essential functions are regularly performed without exposure to adverse environmental conditions.
Qualifications Required to Perform Essential Job Functions
  • Bachelor’s Degree in law enforcement/criminal intelligence.
  • Basic level of criminal analyst certification granted through the International Association of Law Enforcement Intelligence Analysts (IALEIA) or similar certification.
  • Minimum three (3) years of experience in criminal analysis/intelligence.
  • Must possess and maintain IDACS and NCIC certifications.
  • Or any equivalent combination of education, training and experience that provides the requisite knowledge, skills and abilities for this position.
