  Organizational Purpose of the Unit:
This work unit exists to provide budgeting, accounting, purchasing, data processing, records management, payroll facilities, contracts, statistical data formulation, and fiscal policies and procedures to the Department. Section submits budgeting information to the Governor’s Office (OSPB) and the Joint Budget Committee (JBC) and provides accounting data for the State Controller.

Major Objectives/duties of the Position:
This position performs Accountant I level work for the Department using professional accounting theories, and generally accepted accounting principles (GAAP) and standards, independently. This involves determining which operation is needed to record transaction
data into CORE, such as Invoices (IN or GAX), Journal Vouchers (JV*), and interagency transactions (ITI*, IET*); issuing payments to vendors; review of accounting documents ensuring that transactions are accurate in accordance with applicable State fiscal rules and regulations. This position also performs the monthly credit card processing and reconciliation for the agency.

Primary Duties:

Duty Accounts Payable Processing:  
Duties include but are not limited to:
  • Analyzes and processes accounting transactions for the Department - Use judgement and reasoning to locate and select the most appropriate operation for processing accounting transactions in CORE 
  • Reconciliations - performs analysis and reconciliation of accounting transactions between CORE and unit records to ensure reporting is accurate. Reconciles expenses between CORE and accounting documents and AIP accounts and resolves discrepancies.
  • Ensures supporting documentation complies with agency and audit standards and includes appropriate approvals
  • Determines or reviews account coding such as fund, appropriation, unit, dept, object, vendor EID, etc. to ensure it is in conformity with the applicable Long Bill.
  • Processes transactions timely, ensuring they are recorded in the correct accounting period and in compliance with applicable fiscal and procurement rules.
  • Creates scheduled and ad hoc reports
  • Reconciles all general ledger accounts relative to expenditures
  • Investigate various types of errors and works with the associated program to address
  • Prepares and interprets system reports for assigned programs
  • Executes year end closing of all accounts related to assigned programs
  • Makes adjusting journal entries and clean up general ledger accounts

 
Duty: One Card Administrator:
Position responsible for the full cycle administration of the One Card program at the Department. This includes, but is not limited to:

  • Processing/ordering of new One Card requests
  • Revocation of One Cards for departures
  • Management of One Card agreements
  • Processing all credit card increases via the US Bank website
  • Maintain the Department of Agriculture’s credit card intranet page
  • Providing periodic training to staff on changes to One Card program and/or the website used to access statements and allocate transactions
  • Recurring review and updates to internal processes and procedures to ensure program operates efficiently and effectively with minimal intervention; management of the One Card upload folders and approval processes, with review monthly to ensure all statements have been uploaded by cardholders
  • Processing of transaction documents in CORE monthly to pay vendor; ongoing initiation and support of monthly transaction audits, with maintained misuse report following each audit for annual submission to the Office of the State Controller and Office of the State Auditor.

 
Duty: Department Accounting Support:
Duties include but are not limited to:  

  • The Lead Accountant and Controller may assign additional projects and duties to the position as needed to support the operations of the work unit.
  • Work with the Lead Accountant on 1099 quarterly review and process adjustment journal entries as needed.
  • Process all advance payments, maintain tracking spreadsheet for advanced payments and process journal entries to move from expense to BSA and back as advances are spent and reported.
  • Submit journal entries as needed.
  • Run ad hoc and monthly reports as needed.
  • Regularly update procedures applicable to position.
  • Assists in the interpretation of State Fiscal Rules, Generally Accepted Accounting Principles (GAAP), and Government Accounting Standards Board (GASB) to implement departmental accounting policies and procedures.
  • Utilizes “OSC Diagnostic” reports in info Advantage to ascertain and diagnose inconsistencies in financial data, pursuing resolutions to issues through sound auditing and analysis.

Minimum Requirements:
Proven Experience, Knowledge, Skills:
  • Four (4) Years Experience in full-time professional accounting experience
OR 

Education and Experience:
  • A combination of education accredited college or university in accounting and experience in full time professional accounting equaling four (4) years. 
Preferred Qualifications:
  • Accounting knowledge – GAAP/GASB
  • Colorado State accounting knowledge (especially CORE)
